Captain Todd Malloy is a native of Santa Ana, California. He graduated from the United States Naval Academy and was commissioned in 1981. Captain Malloy's initial sea tour was abroad USS MERRILL (DD 976) from 1981 through 1994, where he served as Missile Officer and Damage Control Assistant. During this period, USS MERRILL was the test ship for the Tomahawk Land Attack Cruise Missile. Captain Malloy's next assignment was as Navigator and Administrative Officer in USS HALSEY (CG 23) from 1985 to 1986. Following Department Head School, he reported to USS FLETCHER (DD 976) as Engineer Officer, serving from April 1987 through December 1989. Captain Malloy attended the Naval Postgraduate School in Monterey, California in 1990 and 1991, earning a Master of Arts degree in National Security Affairs.
In September 1992, Captain Malloy assumed command of USS CHAMPION
(MCM 4) in San Diego, California. During his tenure, USS CHAMPION deployed to the Northwest Pacific and changed homeport to Ingleside, Texas. Following his command tour, Captain Malloy reported to United States Central Command in Tampa, Florida. Initially assigned to the Current Operations Division of the Operations Directorate, he later served as the Commander in Chief’s Senior Command and Operations Briefer. While assigned to Central Command he participated in Operations Vigilant Warrior, Vigilant Sentinel, and Desert Strike. Captain Malloy served as Chief Staff Officer for Destroyer Squadron Thirty-One from January to August 1998.
In September 1998, he assumed command of the last commissioned ammunition ship, USS MOUNT HOOD (AE 29). Following its final deployment, he decommissioned USS MOUNT HOOD in August 1999. Captain Malloy assumed command of USS DAVID R. RAY (DD-971) in April 2000 and led the ship through its final training cycle and deployment. He decommissioned USS DAVID R. RAY in February 2002. Captain Malloy then served as Deputy Operations Officer for the USS Carl Vinson Carrier Strike Group/Carrier Group Three until July 2004.
Following graduation from the Naval War College in June 2005, he served as the Commanding Officer of Naval Station Newport from August 2005 until September 2007. Captain Malloy then served as Dean of Students at the Naval War College until March 2008. He reported to USS John C. Stennis Carrier Strike Group/Carrier Strike Group THREE as Chief of Staff in April 2008.
