Captain “Chuck” Minter is a native of Pittsburgh, Pennsylvania and graduated from Portland State University in 1986 with a Bachelor of Science in Mechanical Engineering. He was commissioned an Ensign in the United States Navy after completing Aviation Officer Candidate School in May 1987 as a “snowflake”. Designated a Naval Flight Officer in June 1988, he reported to Naval Air Station Whidbey Island, Washington for initial fleet training in the EA-6B Prowler.
Captain Minter’s operational tours include service as an Electronic Counter-Measures Officer in Tactical Electronic Warfare Squadron ONE THREE EIGHT (VAQ 138), the “Yellow Jackets,” deploying aboard USS Nimitz (CVN 68); Assistant Navigator aboard USS Constellation (CV 64), where he was designated a Surface Warfare Officer; Electronic Attack Squadron ONE THREE FOUR (VAQ 134), the “Garudas;” Commanding Officer of Electronic Attack Squadron ONE THREE THREE (VAQ 133), the “Wizards;” Operations Officer aboard USS Ronald Reagan (CVN 76), where he received the VADM James B. Stockdale award for inspirational leadership.
His shore tours include study at the U.S. Naval War College, where he earned a Master of Arts Degree in National Security and Strategic Studies; service as the Electronic Warfare Branch Chief, in the Deputy Directorate for Information Operations on the Joint Staff (J3); Director of Operations & Plans (N3/N5) at U.S. SECOND Fleet, and Director of the Maritime Operations Center (MOC) at U.S. Fleet Forces Command.
Captain Minter reported to USS John C. Stennis Carrier Strike Group/Carrier Strike Group THREE as Chief of Staff in June 2012.
His personal awards include the Defense Meritorious Service Medal, Meritorious Service Medal (three awards) and the Air Medal with combat V (two Individual awards and seventeen Strike Flight awards).
